摘要
中小河流是由生态、经济和社会等子系统组成的复合系统。为了给中小河流综合治理工作提供参考,体现中小河流更加“综合”的本色,表达人民群众的获得感和幸福感,以“幸福河”建设为导向,在现有侧重自然和工程属性目标体系的基础上,加入更多服务功能方面的指标,提出包含防洪减灾、水资源保护和开发利用、水管理、水环境改善、水生态修复、景观协调、水文化弘扬和水经济发展等多方面的中小河流幸福指数评价体系,并基于层次分析法对典型中小河流幸福度开展评价,验证评价体系的可靠性和实用性。
Small and medium-sized rivers are composite systems composed of ecological,economic,and social subsystems.In the existing target system with natural and engineering attributes,more service functions will be added to provide a reference for the comprehensive management of small and medium-sized rivers,to reflect the“comprehensive”nature,and to express the people’s sense of gain and happiness guided by the construction of“Happy River”.Meanwhile,a comprehensive evaluation system for the happiness index of small and medium-sized rivers is proposed.The system includes flood prevention and disaster reduction,water resources protection and development,water management,water environment improvement,water ecological restoration,landscape coordination,water culture promotion,and water economic development.The happiness degree of typical small and medium-sized rivers is evaluated using the AHP(Analytic Hierarchy Process)to verify its reliability and practicality of the happiness evaluation system.
