摘要
自2017年起,国务院和有关政府主管部门相继出台培育和发展全过程工程咨询的政策性文件,大力提倡和支持建设工程使用全过程工程咨询模式。浙江江南工程管理股份有限公司作为全国第一批全过程工程咨询试点企业之一,参与在全国率先推行全过程工程咨询管理模式的中山大学·深圳建设工程项目,取得了积极的成效。实践证明,全过程工程咨询管理模式在模式的探索、管理方面的创新、行业方面的引领等均起到积极的推进作用。基于全过程工程咨询单位在投资控制方面的有关经验,结合项目实例,从做好工程咨询策划的投资控制、加强对造价咨询单位的管理与协调、实行过程(阶段)结算、建立动态投资控制体系、实时监控预警等方面展开研究,为全过程工程咨询模式中的投资控制工作提供借鉴和参考。
Since 2017,the State Council and relevant government regulatory departments have successively issued policy documents to cultivate and develop full process engineering consulting,vigorously advocating and supporting the use of the full process engineering consulting model in construction projects.Jiangnan Management Co.,Ltd.,as one of the first batch of pilot enterprises for full process engineering consulting in China,participated in the construction project of Sun Yat sen University•Shenzhen,which was the first to implement the full process engineering consulting management model in the country,and achieved positive results.Practice has proven that the entire process engineering consulting management model plays a positive role in exploring models,innovating management,and leading the industry.Based on the relevant experience of engineering consulting units in investment control throughout the entire process,combined with project examples,research is conducted from several aspects such as doing a good job in investment control of engineering consulting planning,strengthening management and coordination of cost consulting units,implementing process(stage)settlement,establishing a dynamic investment control system,and real–time monitoring and warning.This provides reference and reference for investment control work in the entire process engineering consulting mode.
