摘要
加强北京奥运档案管理与开发,对于传播奥林匹克精神、讲好中国故事、构建人类命运共同体具有深远意义。但北京奥运档案管理与开发制度建设中存在收集保管存在短板、开发利用面临困境、工作机制亟待创新等问题。构建北京奥运档案管理与开发制度体系,应当遵循如下原则:党政主导、多元参与,统筹推进、协调发展,开放共享、创新引领,高点定位、急用先行,应推动机构协调、沟通协作、资源共享、社会参与、监督指导五个方面的机制创新,并从归档、收集、整理、开放、利用五个方面加强业务制度优化。
Strengthening the management and development of Beijing Olympic archives is of profound significance for disseminating the Olympic spirit,telling the story of China well,and building a community with a shared future for mankind.However,there are the following problems in the construction of the Beijing Olympic archives management and development system:shortcomings in collection and preservation,difficulties in development and utilization,and urgent need for innovation in the working mechanism.The institutional system construction should follow the principles:party and government leadership,diversified participation;coordinated promotion,coordinated development;open sharing,innovation leadership;high point positioning,and urgent needs first.We should promote institutional coordination,communication and collaboration,resource sharing,social participation,and supervision and guidance in five aspects of mechanism innovation.We should strengthen the optimization of business systems from five aspects:archiving,collection,organization,openness,and utilization.
