摘要
以绿色治理推进人与自然和谐共生的现代化,是中国式现代化视域下矿业治理的题中之义。新时期以来,中国矿业绿色治理的理论逻辑和现实逻辑呈现出时间、空间和技术三重特征,矿业绿色治理的ESG(Environmental、Social,Governance)目标权衡与策略选择、矿业绿色转型的经济风险、矿业绿色发展的关键矿产品供给风险,已成为中国式现代化视域下推进矿业绿色治理的重大挑战。面对中国式现代化视域下推进矿业绿色治理的合规治理底线要求、绿色治理发展标的、技术创新关键因素,结合矿业经济周期影响绿色治理、绿色矿山评价标准制约绿色治理、自然环境因素限制绿色治理等三大现实瓶颈,提出加快构建与国际矿业绿色治理规则相衔接的中国矿业绿色治理体系、积极推进矿业领域数字化广泛应用与融合转型、充分发挥绿色投融资的重要作用积极培育矿业金融市场、创新理论技术和政策体系引领国际矿业绿色发展的路径构建思路与方向。
In advancing the modernization of harmonious coexistence between human beings and nature through green governance is the theme of mining governance in the perspective of Chinese path to modernization.Since the new era,the theoretical logic and practical logic of green governance of China's mining industry have exhibited the triple characteristics of time,space and technology.The target weighting based on EGS(Environmental,Social,Gover-nance) and strategy selection and green transformation of mining industry indicate the increasing economic risks of and the supply of key mineral products for green development of mining industry have been facing critical risk challenges during the course of promoting green governance of mining industry in the perspective of Chinese path to modernization.To meet the minimum requirements for green governance of mining industry,in considerations of subject matters for green governance and development and key factors on technological innovation and try to break through the three practical bottlenecks including the effect of mining economic cycle on green governance,restrictions of green mine evaluation criteria on green governance,and influence of natural environmental factors on green governance from the perspective of Chinese path to modernization,it was proposed to accelerate the construction of a green governance system for China's mining industry,which is in line with international green mine governance rules,to actively promote the extensive application and integration transformation of digitalization in the mining industry,fully allowing green funding and investment to play important role,actively develop the mining financial market,and innovate theoretical technology and establish policy systems to lead and direct construction of the path to international green mine development.
