摘要
数字经济是继农业经济、工业经济之后的主要经济业态,数字农业在技术层面包括农业大数据、农业物联网、精准农业和智慧农业等新技术的运用。陕西省是中国的农业大省,地处中国东数西算的核心区域,发展数字农业具有一定优势。陕西省农业生产数字化、乡村治理数字化、居民生活数字化是实现乡村振兴,促进农村农业高质量发展的技术基础和现实条件。该研究对陕西省数字农业发展现状进行描述,剖析陕西省全面推进乡村振兴战略的必要性,并分析数字农业与乡村振兴战略之间的逻辑联系。然后建立陕西省数字农业赋能乡村振兴的评价指标体系。陕西省数字农业赋能乡村振兴存在问题主要表现为:数字农业发展基础相对薄弱;研发力量较为缺乏,创新能力不足;农业数字化人才缺乏。最后,提出陕西省数字农业赋能乡村振兴的路径选择:加强顶层设计,加大数字农业投入力度;创建数字农业试验区,发挥示范带头作用;建立多层次的数字农业人才培育体系。
Digital economy is the main economic format after agricultural economy and industrial economy.At the technical level,digital agriculture includes the application of new technologies,such as agricultural big data,agricultural Internet of things,precision agriculture and smart agriculture.Shaanxi Province is a major agricultural province in China.It is located in the core area of China’s Eastern Digital Computing and Western Computing,which has certain advantages in developing digital agriculture.The digitization of agricultural production,rural governance and residents’life in Shaanxi Province are the technical basis and practical conditions to realize rural revitalization and promote the high-quality development of rural agriculture.We described the development status of digital agriculture in Shaanxi Province,analyzed the necessity of comprehensively promoting the rural revitalization strategy in Shaanxi Province,as well as the logical relationship between digital agriculture and rural revitalization strategy.We established the evaluation index system of digital agriculture enabled rural revitalization in Shaanxi Province.Problems existing in the revitalization of digital agriculture enabled villages in Shaanxi Province were mainly as follows:the relatively weak development foundation of digital agriculture,lack of R&D strength and innovation ability,lack of agricultural digital talents.Finally,we put forward the path choice of digital agriculture enabling rural revitalization in Shaanxi Province,including strengthening the top-level design and increasing the investment in digital agriculture,creating a digital agriculture pilot area and play a leading role in demonstration,establishing a multi-level digital agriculture talent cultivation system.
