摘要
城市建筑垃圾存在偷倒乱倒、多头管理等问题,当地政府面临着推动建筑垃圾综合利用的重任。为提高建筑垃圾资源化项目的利用能力、改善生态环境,以及科学开展此类项目的前期规划,该文以哈尔滨为例,对城市建筑垃圾资源化项目规划中的关键性问题展开分析与研究。以国家、黑龙江省、哈尔滨市的规划要求为依据、紧密结合哈尔滨市实际情况,将绿色、低碳、环保和智慧管控等理念作为重要元素融入建筑垃圾资源化项目的前期规划内容中,将项目建设成为技术、效益、环境等综合效益一流的示范性项目。
There are some problems in urban construction waste,such as stealing and dumping,multi-head management and so on.The local government is faced with the important task of promoting the comprehensive utilization of construction waste.In order to improve the utilization capacity of construction waste resource utilization projects,improve the ecological environment,and scientifically carry out the preliminary planning of such projects,this paper takes Harbin as an example to analyze and study the key issues in the planning of urban construction waste resource utilization projects.Based on the planning requirements of the country,Heilongjiang Province and Harbin,and closely combined with the actual situation of Harbin,the concepts of green,low carbon,environmental protection and intelligent management and control are incorporated into the early planning content of the construction waste resource utilization project as important elements.The project will be built into a first-class demonstration project with comprehensive benefits such as technology,benefit,environment and so on.
