摘要
公共服务质量影响因素的多样性、数字时代治理的复杂性以及学科发展的融合性共同决定了数字赋能构建更高水平全民健身公共服务体系是一项具有多学科辐射性的复杂系统工程。基于多学科视角,运用文献资料、逻辑推理、比较分析等研究方法,系统性、全面性、创新性地回答了数字赋能构建更高水平全民健身公共服务体系的学理逻辑。研究认为:从政治学视角来看,数字赋能构建更高水平全民健身公共服务体系能够更好保障广大人民群众的知情权、参与权、表达权和监督权,体现了“赋权”逻辑;从管理学视角来看,数字赋能构建更高水平全民健身公共服务体系能够更加优化“需求获取—供给决策—流程管理—绩效评价”这一管理运行过程,彰显了“提质”逻辑;从经济学视角来看,数字赋能构建更高水平全民健身公共服务体系能够持续完善全民健身公共服务的信息机制、激励机制、效率机制、节能机制,蕴含了“增效”逻辑;从社会学视角来看,数字赋能构建更高水平全民健身公共服务体系能够更加适应“场景社会”“缩时社会”“分众社会”“异步社会”背景下的社会治理需求,折射了“使能”逻辑。因此,要充分挖掘和发挥多学科系统思维在推进数字赋能构建更高水平全民健身公共服务体系这一复杂工程中的方法论指导作用。
Due to the diversity of influencing factors of public service quality,the complexity of governance in the digital age and the integration of discipline development,jointly decides that it is a complex systems engineering with multi-disciplinary radiation to construct a higher level public service system of national fitness with digital empowerment.Based on the multi-disciplinary perspective,this study uses the methods of literature,logical reasoning,comparative analysis to creatively answer the theoretical logic of constructing a higher level of public service system of national fitness with digital empowerment.The study holds that:from the perspective of political science,digital fitness can build a higher level of public service system to better protect the masses of the people's right to know,right to participate,right to expression and supervision,it embodies the logic of“empowerment”;from the perspective of management,the construction of a higher level public service system of national fitness can optimize the management process of“demand acquisition-supply decision-process management-performance evaluation”,highlight the logic of“quality”;from the perspective of economics,the construction of a higher level of public service system of national fitness by digital empowerment can continuously improve the information mechanism,incentive mechanism,efficiency mechanism and energy-saving mechanism of public service of national fitness,contains the logic of“efficiency”;and from a sociological perspective,the construction of a higher level public service system of national fitness can better meet the needs of social governance under the background of“scene society”,“time-shrinking society”,“focus society”and“asynchronous Society”,refracts the logic of“enable”.Therefore,we should fully explore and bring into full play the multi-disciplinary system thinking in promoting digital empowerment to build a higher level of public health service system in the complex project of the guiding
