摘要
大科学设施是国家科学技术水平和综合实力的重要体现,其开放使用规则是发挥作用的关键,与资助来源、科学治理规范相关。在不同历史阶段,随着科学本身和国家经济社会需求的变化,大科学设施的开放使用规则也在演化。本文归纳了不同时期大科学设施开放使用规则的若干演化特征,并基于历史特点和趋势分析,给出了当前我国大科学设施开放共享的政策建议。
Large science infrastructures are important embodiment of national science and technology level and comprehensive strength,and its open sharing mechanism is the key to function.The rules for the open use of large science infrastructures are related to funding sources and scientific governance norms.In different historical stages,with the changes of science itself and national economic and social needs,the rules of open use of big science infrastructures also evolved.This paper summarizes the evolution characteristics of the rules for the open use of large science infrastructures in different periods,and based on the analysis of historical characteristics and problem trends,gives the current policy suggestions for the open sharing of large science infrastructures in China.
