摘要
京津冀协同发展战略自实施以来,在疏解非首都功能、高标准规划建设雄安新区和北京城市副中心、推动生态环境联防联治、促进基本公共服务均等化等方面取得显著成效。在市场经济规律和社会发展惯性影响下,京津冀协同发展走向纵深需要进一步关注京津冀三地在结构维度、关系维度和制度维度的现实难题。作为国家重大战略的空间承载地,京津冀协同发展需要转变思路、谋划空间方案,通过功能重组实现空间重构,通过互联互通实现空间联动,通过协调多主体间的互动实现空间治理,探索能够谋发展、促联动、定规则的协同发展路径。
Since the implementation of the coordinated development of the Beijing-Tianjin-Hebei region,the region has made significant achievements in alleviating noncapital functions,high-standard planning and construction of the Xiong'an New Area and Beijing's urban sub-center,joint ecological and environmental protection,and promoting equal access to basic public services.Under the influence of law of market economy and the inertia of social development,the new and old issues in the coordinated development of the Being-Tianjin-Hebei region are deadlocked.High quality synergy of the Beijing-Tianjin-Hebei region needs to pay more attention to the practical problems in the structural dimension,the relational dimension and the institutional dimension.As a spatial carrier of national strategic importance,the Beijing-Tianjin-Hebei region needs to address the practical challenges of coordinated development by changing its mindset and planning spatial schemes.This can be accomplished through the reorganization of functions to achieve spatial restructuring,the establishment of interconnectedness to realize spatial linkage,and the coordination of interactions among multiple stakeholders to attain spatial governance.It is an exploration of a collaborative development path that can facilitate development,promote linkage,and establish rules.
