职业规训与技能建构:社会工作性别技能生成机理探析

摘要 随着中央社会工作部的设立运行,社会工作人才队伍建设的重要性与紧迫性更加凸显。而社会工作队伍建设的难点是治理社会工作职业性别失衡问题,造成这一问题的直接原因是社会工作者技能性别化。这一进程从童年开始,由父母长辈言传身教,经社区族群的议论督促、学校教育分化和传媒舆论导向,到职场规训应用和固化,以及主体全程与之能动交互,构成完整的规训链条和建构过程。研究发现,社会工作者性别技能的历史成因受民族习俗与父权文化的影响,现实动因则是雇主或资本对父权红利、性别租金的追求。因此,只有革除落后习俗、父权文化和资本价值观,并对社会工作赋权增能提值,才能有效解构性别技能,消除父权和性别桎梏,释放性别平等红利,促进社会工作服务良性发展。 With the establishment and operation of the Central Department of Social Work,the importance and urgency of the construction of a social work talent team are highlighted.However,the difficulty of social worker team construction is to solve the problem of gender imbalance of social workers.The direct cause of this problem is the gendered division of the skills that social workers need to master.First of all,the formation process of gender skills in social work is very complex,and it is constructed by the interaction of many factors.This process is mainly constructed by the interaction of structural forces such as family,community,school,media and workplace with the subjectivity of social workers.This construction process is also a process of human socialization.From childhood,people are taught by the words and examples of their elders,through the discussion and supervision of community groups,the differentiation of school education and the guidance of media opinion,to the application and solidification of workplace discipline,and the main body actively interacts with it throughout the process,forming a complete gender skill discipline chain and acquisition mechanism.Originally,different genders need biological gender differences in learning and accepting different skills,and also have the convenience of giving play to the advantages of different genders.But behind gender skills lies a set of cultural norms that define the roles,abilities,and rights of both sexes.It distinguishes the survival and development capabilities of the sexes,and separates men into the high-ability upper level,mainly in highskilled,managerial,high-paying jobs.At the same time,it divides women into low-skill,low-level jobs that are low-skilled,service,and low-paid.As a result,this has resulted in inequality between men and women in terms of economic,political,cultural and social status.It can be seen that the concept,process and result of generation of skills are the direct causes of gender imbalance and gender inequality in China’s social
