摘要
经济生态生产总值(GEEP)核算是推进生态文明建设、践行“绿水青山就是金山银山”理念的重要实践。根据贵州省经济和生态发展情况,构建了贵州省的GEEP核算指标体系,对2013~2021年贵州省GEEP进行了核算。结果表明:(1)2013~2021年贵州省GGDP不断上升,从2013年的7166.57亿元增加到2021年的15182.13亿元,增幅为111.89%,其中自然资源耗损价值占比较大且呈上升趋势,环境污染耗损价值和资源环境改善收益占比较小且呈下降趋势;(2)2013~2021年贵州省生态系统调节服务(ERS)价值总体呈上升趋势,从2013年的11524.70亿元增加到2021年13914.77亿元,其中水源涵养价值和固氮释氧价值最大,其次为洪水调蓄价值,水质净化价值和空气净化价值较小,各项调节服务都呈波动上升的趋势;(3)2013~2021年,贵州省GEEP值呈逐年上升趋势,从2013年的18691.27亿元上升到29096.90亿元,增幅达55.67%,GGDP占比也从2013年的38.34%提升到2021年的52.18%,显示研究时段内贵州省充分践行了“绿水青山就是金山银山”的理念,生态文明建设和绿色发展取得了显著成效。
The accounting of Gross Economic and Ecological Product(GEEP)is an important practice to promote the construction of ecological civilization and practice the theory of"lucid waters and lush mountains are gold and silver mountains".According to the economic and ecological development of Guizhou province,this study constructed the GEEP accounting index system of Guizhou province and calculated the GEEP of Guizhou province from 2013 to 2021.The results show that:①From 2013 to 2021,the green GDP of Guizhou Province increased continuously,from 716.657 billion yuan in 2013 to 1518.213 billion yuan in 2021,with an increase rate of 111.89%,in which the value of natural resources consumption accounted for a relatively large proportion and showed an upward trend.The consumption value of environmental pollution and the benefit of resource and environment improvement were relatively small and showed a decreasing trend.②From 2013 to 2021,the ERS value in Guizhou Province showed an overall upward trend,increasing from 115247 million yuan in 2013 to 1391477 million yuan in 2021.Among them,water conservation value and nitrogen fixation and oxygen release value were the largest,followed by flood regulation and storage value,and water purification value and air purification value were relatively small.All the adjustment services show a fluctuating upward trend.③From 2013 to 2021,the GEEP value of Guizhou Province showed an increasing trend year by year,rising from 1869.127 billion yuan in 2013 to 2,999.690 billion yuan,with an increase of 55.67%.The proportion of green GDP also increased from 38.34% in 2013 to 52.18% in 2021.It shows that during the study period,Guizhou Province fully implemented the concept of"clear water and green mountains are gold hills and silver mountains",and achieved remarkable results in ecological civilization construction and green development.
