摘要
科技创新平台是引领区域实施创新驱动发展战略的重要载体,也是推动区域经济实现高质量发展的关键引擎。通过兰州-白银国家自主创新示范区和兰州-白银科技创新改革试验区(简称“兰白两区”或“两区”)建设以及对甘肃省科技创新发展实践的总体考察,提出新时期甘肃省实施“强科技”行动的关键在于扭住“兰白两区”国家级科技创新平台的“牛鼻子”,把“两区”建设作为引领甘肃省创新驱动发展的“龙头工程”,以市场化机制优化创新资源要素高效配置,以新发展理念推动科技管理体制机制改革,加快构建现代优势特色产业创新发展体系,持续打造甘肃省实施“强科技”行动和创新驱动发展战略的“主阵地”,在对外科技合作基础上不断开辟区域高质量发展的新领域新赛道,从而更好赋能甘肃省“四强”行动和“一核三带”区域发展新格局,为未来时期甘肃省以科技的主动赢得经济发展的主动提供关键支撑。
The science and technology innovation platform are an important carrier to guide the regional implementation of innovation driven development strategy,and also a key engine to promote the regional economy to achieve high-quality development.Based on the overall investigation of the construction of the Lanzhou-Baiyin National Independent Innovation Demonstration Zone and the Lanzhou-Baiyin Science and Technology Innovation and Reform Pilot Zone(hereinafter referred to as the“Two Zones of Lanzhou-Baiyin”or“Two Zones”),and the practice of scientific and technological innovation and development in Gansu Province,it is proposed that the key to the implementation of the“Strong Science and Technology”action in Gansu Province in the new era is to seize the“bull nose”of the“Two Zones of Lanzhou-Baiyin”national scientific and technological innovation platform,and take the construction of the“Two Zones”as the“leading project”guiding the innovation driven development of the Gansu Province,optimize the efficient allocation of innovative resource elements with a market-oriented mechanism,promote the reform of science and technology management system and mechanism with a new development concept,accelerate the construction of a modern innovative development system with distinctive advantages,continue to build a“main position”for Gansu Province to implement the“Strong Science and Technology”action and innovation driven development strategy,and constantly open up new fields and new tracks for high-quality regional development on the basis of foreign scientific and technological cooperation,so as to better enable the Gansu Province’s“Four Strengthens”action and the new pattern of regional development of“One Core and Three Belts”,and provide key support for Gansu Province to win the initiative of economic development by taking the initiative of science and technology in the future.
