摘要
分区与分类是实施用途管制的关键技术方法,是研究规划思想和管制工具的重要切入点。基于语言学理论,区分4种分区模式,厘清分区与分类的基本关系,对我国的用地分类标准和分区实践进行理论分析与实践反思,进而剖析详细规划的分区行为逻辑问题,提出国土空间详细规划应当率先建立基于用途的规定分区类型与规则体系,“规则先行”应成为详细规划转型的方向。
Zoning and classification are the key technical methods to implement use control and are important entry points for studying planning ideas and control tools.The theory of linguistics is taken to distinguish four zoning modes,clarify the basic relationship between zoning and classification,analyze the standard of land classification and zoning practice.In addition,the logic of zoning behavior of detailed planning is analyzed.Territorial space detailed planning should take the lead in establishing the system of prescribed zoning types and rules based on use,and the establishment of rules first should be the direction of detailed planning transformation.
