摘要
深圳市国土空间规划面临规划体系重构、用地规模约束、“三区三线”管控、规划单元功能主导等新形势,对道路交通规划提出了新的要求。基于此,梳理深圳市原有道路交通规划编制体系及其存在的问题,从规划体系、技术方法、规划机制3个维度剖析深圳市国土空间规划对道路交通规划的要求,提出新时期深圳市道路交通规划编制思路,以期建立与国土空间规划体系相协调的道路交通规划体系,形成适应国土空间用地约束、布局约束、功能约束的道路交通规划方法,创新“多规合一”、动态监管的道路交通规划机制,支撑国土空间和道路交通系统高质量、可持续发展。
The new situations of system restructuring,land use restriction,"three areas and three lines"governance,functional dominance of space units in territorial space planning have put forward new requirements for road traffic planning.Based on the review of existing system and its problems of Shenzhen road traffic planning,the new requirements of territorial space planning on transportation planning are analyzed from three aspects:planning system,technical method,planning mechanism,and the compilation concept of Shenzhen's road traffic planning in the new era is proposed,which is hoped to establish a road traffic planning system in coordination with territorial space planning,formulate a road traffic planning method that adapts to the restrictions of land use,layout,and function in territorial space planning,innovate road traffic planning mechanism with multi-plan integration and dynamic supervision,and support high-quality and sustainable development of territorial space planning and road traffic planning.
