摘要
全球性别治理是指以促进妇女发展、实现性别平等与公正为目标的全球治理,是全球治理的重要组成部分。《习近平关于妇女儿童和妇联工作论述摘编》,特别是其中的第八专题集中展现了中国参与全球性别治理的多维实践和推动全球性别治理的“中国主张”。从中可以看出,中国落实男女平等基本国策和推动全球妇女事业合作的努力,是中国参与全球性别治理的具体实践;中国在全球性别治理中的作用进一步凸显,正在由“积极参与”迈向“主动引领”。全球性别治理的“中国主张”包括:保障妇女权益,让性别平等落到实处,推动妇女和经济社会同步发展,努力构建和谐包容的社会文化,加强全球妇女事业合作以及重视联合国妇女署在促进性别平等方面的重要作用等重要内容。为推动中国更好地参与并引领全球性别治理,共建共享美好世界,需要持续关注和深入思考“对全球性别治理的认识”和“国家总体外交和全球性别治理的关系”两个方面的议题。
Based on an in-depth study and understanding of Xi Jinping's Discourses:The Work on Women,Children and Women's Federations,esp.wherein the eighth section"Co-building and Co-sharing a World Much Friendlier to All Women and All People",the article clarifies the definition of global governance of gender from the perspective of global governance,and analyses the multidimensional practice of China's participation in global governance of gender as well as"China's proposal"through combing through Xi Jinping's discourses on the work related to women,children and women's federations.The article holds that China's implementation of the fundamental national policy of gender equality and efforts in promoting the cooperation of global women's cause is China's concrete practice of participating in global governance of gender;China's role in global governance of gender is further coming to the fore,moving from"active participating"to"proactive leading";and promoting"China's proposal"in the global governance of gender includes safeguarding women's rights and interests,carrying out gender equality in practice,driving the synchronous development of women and economic society,endeavoring to build a harmonious and inclusive social culture,strengthening the cooperation of global women's cause,attaching importance to the significant role of UN Women in promoting gender equality,etc.
