摘要
在梳理中山市历史洪涝灾害及防洪减灾体系现状的基础上,分析总结了其防洪减灾体系存在的问题和短板,并结合粤港澳大湾区建设要求,提出了加快江海堤防达标加固建设、推进中小河流综合整治、推进水利工程补短板建设、持续加强山洪灾害防治、提升城市排水防涝能力、加强防洪非工程措施建设等思路与对策,为中山市防洪减灾工作提供新的应对策略。
On the basis of sorting out the historical flood disasters and the current situation of flood control and disaster reduction system in Zhongshan City,the existing problems and weaknesses of its flood control and disaster reduction system are analyzed and summarized.Combined with the construction requirements of the Guangdong-Hong Kong-Macao Greater Bay Area,the ideas and countermeasures are put forward,such as speeding up the construction of river and sea dikes to meet the standards,promoting the comprehensive regulation of small and medium-sized rivers,promoting the construction of water conservancy projects to strengthen the weak points,continuously strengthening mountain flood disaster prevention and control,improving the urban drainage and waterlogging prevention capacity,and strengthening the construction of non-engineering flood control measures.It provides new coping strategies for flood control and disaster reduction in Zhongshan City.
