摘要
本文在提出长江流域禁渔退捕后渔民可持续生计分析框架基础上,围绕长江流域禁渔退捕后渔民生计风险、生计资本、生计保障和生计能力设计长江流域禁渔退捕后渔民可持续生计实施方案,最后提出制定科学合理的长江流域禁渔退捕后渔民补偿制度和政策、多措并举做好长江流域禁渔退捕后渔民生计保障、转产转业转型做好长江流域禁渔退捕后渔民生计安置、综合选择长江流域禁渔退捕后渔民生计策略、努力提升长江流域禁渔退捕后渔民生计能力、确保长江流域禁渔退捕后渔民生计代际可持续等利于推动长江流域禁渔退捕后渔民可持续生的计对策建议。
Based on the analysis framework of the sustainable livelihood of fishermen after the fishing ban in the Yangtze River Basin,this paper designs a sustainable livelihood implementation plan for the fishermen in the Yangtze River Basin about their livelihood risk,livelihood capital,livelihood security and livelihood capacity.It is suggested that we should work out a scientific and reasonable compensation system and policy for the fishermen in the Yangtze River Basin,take multiple measures to ensure the fishermen livelihood in the Yangtze River Basin after the fishing ban,make a good job of the transition of production and profession,make a comprehensive choice of the livelihood strategies for the fishermen in the Yangtze River Basin after the fishing ban,strive to improve the livelihood capacity of the fishermen in the Yangtze River Basin after the fishing ban,and ensure the inter-generational sustainability of the fishermen livelihood after the fishing ban.
