摘要
近年来,随着我国现代化进程的加快,火灾形势依然严峻。火灾仍是人类社会发生频率最高、影响最大的灾害之一,火灾造成大量人员伤亡及财产损失。而我国火灾商业保险长期以来发展缓慢,火灾商业保险险种单一、投保率低、缺乏政策支持等问题,始终未发挥商业保险转嫁风险、经济补偿和社会稳定器的功能。文章通过研究我国火灾商业保险的现状,探寻其发展缓慢的原因,提出解决策略,引导商业保险机构寻找智慧消防应用场景下的商业发展机遇,引导保险行业参与公共消防安全管理。使火灾商业保险切实起到缓解政府在灾后救助、赔偿方面的巨大压力,促进安全生产、维护公共安全稳定。
In recent years,with the acceleration of China's modernization process,the fire situation is still grim.Fire is still one of the most frequent and influential disasters in human society,causing a large number of casualties and property losses.However,the development of commercial fire insurance in China has been slow for a long time.Due to the problems of single insurance types,low insurance rate and lack of policy support have not played the functions of commercial insurance to transfer risks,economic compensation and social stabilizer.By studying the current situation of commercial fire insurance in China,this paper explores the reasons for its slow development,proposes solutions,guides commercial insurance institutions to seek commercial development opportunities in smart fire protection application scenarios,and guides the insurance industry to participate in public fire safety management.To effectively alleviate the huge pressure of the government in disaster relief and compensation,promote safe production,and maintain public safety and stability.
