摘要
随着“十四五”规划对“数字中国”的战略部署,我国各大城市的数字化转型发展迅速。然而,如何衡量数字化转型过程中的发展质量成为各级政府面临的重要问题。长期以来电力需求变化就是我国经济社会运行的“风向标”和“晴雨伞”。本文从电力大数据出发,围绕我国数字化发展的内涵,从资源集聚度、发展活跃度、未来可塑性三个维度构建了城市数字化发展指数体系,并基于上海市3.2万多家重点企业和上海市数字化基础设施数据进行了指数测算,探讨了电力数据在数字经济下的分析监测能力。
With the strategic deployment of"Digital China"in the"14th Five-Year Plan",the digital transformation of major cities in China have been developed rapidly.However,assessing the quality of development in the process of digital transformation has become an important issue faced by governments at all levels.The change in electricity demand has long served as the"barometer"and"umbrella"for the operation of China's economy and society.Starting from electricity big data,this paper focuses on the connotation of digital development in China and constructs a city digital development index system from three dimensions:resource agglomeration,development vitality,and future plasticity.The index is calculated based on data from over 32,000 key enterprises in Shanghai and data on digital infrastructure in Shanghai.The paper also explores the analytical and monitoring capabilities of electricity data in the context of the digital economy.
