摘要
农民工返乡创业是激活西南边境地区内生发展动力、推动由“输血式”帮扶向“造血式”帮扶转变的重要方式,对区域内进一步巩固脱贫攻坚成果、助推乡村振兴战略深入实施具有重要意义。当今时代,数字技术已成为区域内生产方式、生活方式及治理方式变革的核心驱动力量,区块链技术在返乡创业帮扶中的巨大潜力已开始逐渐显现。通过分析西南边境地区农民工返乡创业帮扶中的现实困境,进一步探寻区块链技术的共识机制、去中心化、开放透明度及可追溯且不可篡改性等特征与其现实困境的契合之处。最后,从区块链+返乡创业帮扶精准施策、区块链+返乡创业帮扶信息共享、区块链+返乡创业帮扶多元协同、区块链+返乡创业帮扶链式监管4个方面提出了区块链赋能西南边境地区农民工返乡创业帮扶的创新机制。
The return of migrant workers to their hometown for entrepreneurship is an important way to activate the endogenous development momentum in the southwest border area and promote the transformation from"blood transfusion"assistance to"blood making"assistance.It is of great significance to further consolidate the effectiveness of poverty alleviation in the region and promote the in-depth implementation of rural revitalization strategy.Today,digital technology has become the core driving force for the transformation of production mode,lifestyle and governance mode in the region,and the huge potential of blockchain technology in helping people return to their hometown for entrepreneurship is constantly reflected.By analyzing the realistic predicament of migrant workers returning to their hometown to help them start their own businesses in the southwest border area,we further explored the coincidence between the consensus mechanism,decentralization,openness and transparency,and the characteristics of traceability and non tampering of the blockchain technology and its realistic predicament.Finally,the innovative mechanism of blockchain enabling migrant workers in the southwest border area to return to their hometown for entrepreneurship assistance was put forward from four aspects:blockchain+hometown entrepreneurship assistance precise policy implementation,blockchain+hometown entrepreneurship assistance information sharing,blockchain+hometown entrepreneurship assistance multi synergy,blockchain+hometown entrepreneurship assistance chain supervision.
