摘要
公安院校实验室是公安院校进行科学研究、试验教学、人才培养的重要基地。笔者针对实验室管理体制,对38所原“985工程”高校和20所公安院校进行对比分析,总结出公安院校实验室建设与维护成本较高、实验资源利用率较低,实验资源共享不到位,高端实验平台缺乏,实验技术人才梯队不合理,信息化程度不高等问题,是影响公安院校实验室建设与发展的重要问题。针对这些问题,结合提升公安院校创新能力的目标,提出基于创新能力提升的公安院校实验室建设与管理措施,从强化顶层设计、树立高标准建设理念着力,瞄准国际科学发展前沿,立足自身优势和研究基础,建立健全实验室共享机制,以促进实验室全面开放,同时,强化对外技术服务,以加强实验室社会化服务能力,提升公安院校创新能力和社会影响力。
The laboratory of public security colleges is an important base for scientific research,experimental teach-ing,and talent cultivation in public security colleges.The author conducted a comparative analysis of the laboratory management system between 38 original“985 Project”universities and 20 public security universities,and sum-marized the following:problems such as high construction and maintenance costs,low utilization of experimental resources,inadequate sharing of experimental resources,lack of high-end experimental platforms,unreasonable experimental technology echelons,and low level of informationare important issues affecting the construction and development of laboratories in public security colleges and universities.In response to these issues,combined with the goal of improving the innovation ability of public security colleges and universities,this paper proposes labora-tory construction and management measures,including developing laboratory construction concepts of strengthening top-level design and establishing high standards of construction,aiming at the forefront of international scientific development,gaining our own advantages with existing research foundation,establishing a sound laboratory sharing mechanism to promote the full opening of laboratories,providing external technical services to strengthen the social service ability of laboratories and enhance the innovation ability and social influence of public security colleges and universities.
