摘要
高质量发展背景下,PPP项目精细化管理的重要性愈发凸显,复杂PPP多项目管理面临考验。以沪通铁路张家港站客运枢纽配套设施PPP项目的基本情况为例,分析概括出项目当前存在多组织管理、多角色管理、全生命周期管理、多项目管理四大特性,而后针对以上特性,提出了基于卓越绩效模式搭建复杂PPP多项目卓越绩效管理体系,完善复杂PPP多项目全方位管理模式,最终组成了复杂PPP项目精细化管理的管理方法。
Under the background of high-quality development,the importance of refined management of PPP projects is highlighted,and the management of complex PPP multi-project is facing challenges.Taking the basic situation of the PPP project for the supporting facilities of Zhangjiagang Station Passenger Transport Hub of Shanghai-Nantong Railway as an example,four characteristics of multi-organization management,multi-role management,full life cycle management and multi-project management existing in the current projects are analyzed and summarized.Aiming at the above characteristics,it is pointed out to build an excellent performance management system for complex PPP multi-projects based on the excellent performance model.The all-round management model for complex PPP multi-project is perfected.Finally,the management method for refined management of complex PPP multi-project is composed.
