摘要
冰雪旅游对后冬奥经济可持续发展具有重要战略意义。研究在厘清新发展理念下冰雪旅游产业高质量发展内涵和逻辑维度的基础上,发现我国冰雪旅游仍存在政策集成创新不足,场景技术潜力待释放;冰雪产品结构不优,区域空间布局待均衡;绿色发展理念不牢,生态保护法规待健全;对内协调机制不畅,对外开放水平待提升;服务保障条件不够,成果共享体系待完善的现实挑战。提出协同推进政策创新,科技赋能场景创新;转型升级产品结构,优化全域空间布局;秉持低碳开发理念,强化环保法治建设;建立区域合作机制,优化对外开放格局;加强服务要素保障,构建多元共享体系的路径,为实现冰雪旅游产业高质量发展提供决策依据。
Ice and snow tourism has important strategic significance for the sustainable development of the post-Winter Olympics economy.On the basis of clarifying the connotation and logical dimension of high-quality development of ice and snow tourism in-dustry under the new development concept,this paper finds that China’s ice and snow tourism still has insufficient policy integra-tion and innovation,and the potential of scenario technology needs to be released;the structure of ice and snow products is not op-timal,and the regional spatial layout is not balanced;the concept of green development is not solid,and ecological protection laws and regulations need to be improved;the internal coordination mechanism is not smooth,and the level of opening up needs to be improved;the multiple guarantee conditions are insufficient,and the achievement sharing system needs to be improved.Propose to jointly promote policy innovation and technology enabling scenario innovation;transform and upgrade the industrial structure and optimize the overall spatial layout;build up the concept of low-carbon tourism and strengthen the construction of environmental protection legal system;establish a pluralistic co-governance mechanism and optimize the pattern of opening up;strengthen the guarantee of essential services,build a diversified sharing system,and provide decision-making basis for the high-quality develop-ment of the ice and snow tourism industry.
