摘要
在新时代推动东北全面振兴背景下,优化人力资本、促进产业结构升级成为一个重要选项。基于此,本文将全国分为东部、西部、中部以及东北四大地区,利用省级面板数据和《中国统计年鉴》数据,构建各省的人力资本结构高级化指数和产业结构升级指数,通过分析图像趋势以及实证研究发现,在全国范围内,人力资本结构高级化显著地正向影响产业结构升级指数;在东部、西部以及中部地区的区域对比中发现,人力资本结构高级化的作用程度随着经济发展水平的降低而逐渐变弱;单独对东北区域的回归结果显示,东北地区人力资本结构高级化推动产业结构升级的作用程度显著高于全国其他地区,其原因可能是东北地区原有产业基础好,建议今后着力制定培养人才政策,不断推动初级人力资本向高级人力资本动态演进,进而推动产业结构升级。
Under the background of promoting the comprehensive revitalization of northeast China in the new era,opti‐mizing human capital and promoting the upgrading of industrial structure have become an important option.Based on this,this paper divides China into four major regions:the east,the west,the central and the northeast.By using the inter-provincial panel data and the data from China Statistical Yearbook,it constructs the advanced human capital structure index and industrial structure upgrading index of each province.Through the analysis of image trends and empirical research,it is found that the advanced human capital structure positively affects the upgrading index of industrial structure significantly in nationwide.In the regional comparison of the eastern,western and central regions,it is found that the influence levelof ad‐vanced human capital structure becomes weaker with the decrease of economic development level.The regression results of northeast China alone show that the advanced human capital structure index in northeast China plays a significantly higher role in promoting the upgrading of industrial structure than other regions in the country,which may be due to the good in‐dustrial foundation in northeast China.It is suggested that we should develop talent development policies,promote the dy‐namic evolution from primary human capital to advanced human capital in the future.This will further promote the upgrad‐ing of industrial structure.
