基于风险预警管控的“透明工程”平台构建与应用

摘要 为应对水利工程建设领域监管的新形势、新任务和新要求,解决当前大体量水利工程建设管理过程中日趋突出的“盯不牢”“看不穿”“督不了”难题,立足水利工程建设全生命周期,以问题为导向,针对监管过程中风险易发、高发的环节和事项,基于风险预警和闭环管控的总体思路,协同融合行业内外建管数据资源,建立水利工程建设大数据监督平台——“透明工程”。通过平台内置的预警规则和管控模型,动态研判存在的风险,实时发布预警,创新实现水利行业监管和公权力监督的耦合贯通。目前平台已投入实际应用,可在一定程度上有效提升水利工程建设管理水平和监管效能,推进水利工程建设的大数据监督,为水利工程建设监督管理提供良好的借鉴意义。 In order to cope with the new situation,new tasks and new requirements of superv ision in the field of water conservancy project construction,and to solve the increasingly prominent problems of "inaccurate monitoring","insufficient capacity" and "incapable supervising" in the current process of construction and management of large water conservancy projects,this paper takes the problem as the starting point,and focus on the links and matters with easy and high incidence of risks in the superv ision process considering the whole life cycle of water conservancy project construction.Based on the overall idea of risk early warning and closed-loop management and control,a so-called "transparent project",a big data supervision platform for water conservancy project is developed,which collaboratively integrates the construction and management data resources inside and outside the industry.Through the built-in warning rules and control models in the platform,it achieves dynamic assessment of project risks,real-time release of warnings,and innovative coupling of water conservancy industry regulation and public power supervision.Currently,the platform has been put into practical use and has effectively improved the level of water conserv ancy construction management and regulatory efficiency to some extent,promoting the big data supervision of water conservancy construction and providing valuable reference for supervision and management of water conservancy construction.
