摘要
三峡工程运行安全综合监测系统是我国首个重大水利工程长时序综合监测系统,具有持续优化、高度融合、积极共享的特点。监测工作已持续开展27年,在枢纽运行、水文泥沙、库区安全、水环境、生态安全、库区经济和对长江中下游影响等方面取得丰硕成果,在服务国家重大需求、行业管理需求、三峡工程运行安全宣传、智慧水利建设等方面成效显著。结合新阶段水利高质量发展要求,提出持续运行综合监测系统、不断提升监测系统监测能力、强化监测系统管理机制建设等相关建议,以期持续发挥三峡工程运行安全综合监测效益,保障国之重器安全运行。
The comprehensive safety monitoring system for the Three Gorges Project is the first sole long-term,comprehensive monitoring system for significant water conservancy projects in China.It is characterized by continuous optimization,high integration,and active data sharing.The monitoring system has been in operation for 27 years and has yielded substantial achievements in various areas,including hub operation,hydrology and sediment management,reservoir area safety,water quality,ecological preservation,reservoir area economics,and its influence on the middle and lower reaches of the Yangtze River.Moreover,it has made remarkable contributions in serving critical national needs,industry management requirements,promoting the safety of Three Gorges Project operation,and facilitating smart water conservancy development.In line with the new-stage requirements for high-quality water conservancy development,this paper proposes several relevant suggestions,emphasizing the need for the continuous operation of the comprehensive monitoring system,continuous enhancement of the system’s monitoring capabilities,and reinforcement of the system’s management mechanisms.These measures aim to ensure the sustained effectiveness of the comprehensive safety monitoring system for the Three Gorges Project operation and to ensure the operational safety of this national treasure.
