《治涝标准》与《城镇内涝防治技术规范》对比及衔接研究 被引量:2

摘要 近年来,我国城市内涝灾害频发。针对内涝治理,水利部及住房和城乡建设部分别颁布了SL 723—2016《治涝标准》和GB 51222—2017《城镇内涝防治技术规范》,但两个标准在应用时存在不匹配的情况,因此从适用范围、设计标准(暴雨重现期、降雨历时、设计雨型、涝水(积水)排除程度和排除时间)等方面对两个标准进行了对比及衔接研究。研究结果表明:两个标准的衔接难点主要在城镇内河上,为加强两个标准的衔接,建议在城镇地区内河治涝标准与内涝防治标准暴雨重现期保持一致,城镇地区应加快编制长历时暴雨强度公式及短时间间隔设计雨型,加快雨洪模型在内涝防治系统中的应用,将河道纳入内涝防治系统统一规划设计;尚未开展雨洪模型应用的地区,在进行河道排涝设计时,应控制内涝水位超出设计水位的时间小于内涝防治标准中城区允许最大积水时间,内涝防治系统设计应以河道内涝设计水位作为边界条件。 In recent years,urban waterlogging disasters have occurred frequently in China.For the management of waterlogging,both the Ministry of Water Resources of the People's Republic of China and the Ministry of Housing and Urban-Rural Development of the People's Republic of China have issued SL 723-2016"Standard for Waterlogging Control"and GB 51222-2017"Technical Code for Urban Flooding Prevention and Control"respectively.But,the two standards are not matched in application so that the comparison and connection between two standards are studied from the scope of application,design standards(rainstorm recurrence period,rainfall duration,designed rain type,the degree and the time of waterlogging exclusion in this article.The study shows that the difficulty of connection point is mainly in the inland river of the city.In order to strengthen the connection,it is recommended that the rainstorm recurrence period of the inland river waterlogging control standard and the flooding prevention and control standard should be consistent in the urban area.The long duration rainstorm intensity formula and the design of rainfall type at short intervals should be quickly prepared in urban areas.The application of rain flood model in the waterlogging prevention system should be accelerated as well.The river should be incorporate into the unified planning and design of the waterlogging prevention system;When the river drainage system is designed,the time that controlling the waterlogging level exceeding the designed water level should be lower than the maximum waterlogging time allowed in the urban area of the flooding prevention and control standard in areas without rain flood model.The designed water level of the river waterlogging should be taken as the boundary condition in the system.
