摘要
本文结合甘肃省省级河流疏勒河自然资源确权登记项目工作流程,在综合分析自然资源、农业、水利、林草等部门数据现状的基础上,依据《自然资源确权登记操作指南》和《自然资源确权登记数据库标准(试用版)》,探讨了基于第三次全国国土调查成果数据图斑的自然资源调查图斑及属性的转换、关联整合方法,为建立国土空间规划体系并监督实施,履行自然资源“两统一”职责提供基础支撑和产权保障。
This paper combines the workflow of Shule River natural resources right registration project in Gansu Province,comprehensively analyzes the current situation of data by various departments such as natural resources,agriculture,water conservancy,forestry and grassland.Based on the Operational Guide for the Registration of Natural Resources Rights and the Standard for the Database of Natural Resources Rights Registration(Trial Version),this paper discusses the methods for the conversion,association and integration of natural resources survey patterns and attributes based on the data patterns of the third national land survey results,so as to provide basic support and property rights protection for establishing and supervising the implementation of national land spatial planning system and fulfilling the responsibility of"two unification"of natural resources.
