我国高校科技成果转化与区域高技术产业发展水平测度以及耦合协调度研究 被引量:8

Research on the Measurement and Coupling Coordination Between the Transformation of Scientific and Technological Achievements in Chinese Universities and the Development Level of Regional High-tech Industries

摘要 为探讨高校科技成果转化与高技术产业发展水平之间的关系,本文以全国31个省(自治区、直辖市)为研究对象,采用因子分析法客观测度了2015—2020年各省区市的高校科技成果转化和高技术产业发展水平,并在此基础计算了高校科技成果转化和高技术产业发展水平的耦合协调度。结果表明,2015—2020年全国高校科技成果转化水平稳步提升,但其他地区与东部地区差距逐年拉大;高技术产业发展失衡问题突出,有18个省(自治区、直辖市)长期停滞不前;高校科技成果转化与高技术产业耦合协调度逐年上升,但2020年仍有20个省(自治区、直辖市)处于失调状态。为提高高校科技成果转化与高技术产业的协调发展水平,需要加快构建以质量贡献为导向的科研评价制度、支持高校与企业开展多元化交流合作、加强科技成果转化专业机构和人才队伍建设,以及大力引导社会资金投入科技成果转移转化工作。 In order to explore the relationship between the transformation of scientific and technological achievements in universities and the development level of high-tech industries,this paper takes 31 provinces(autonomous regions,municipalities directly under the Central Government)across the country as the research object,using factor analysis method to objectively measure the transformation of scientific and technological achievements in universities and the development level of high-tech industries in various provinces and cities from 2015 to 2020,and calculates the coupling and coordinated scheduling of the transformation of scientific and technological achievements in universities and the development level of high-tech industries on this basis.The results show that from 2015 to 2020,the transformation level of scientific and technological achievements in national universities has steadily improved,but the gap between other regions and the eastern region has widened year by year;The imbalance in the development of hightech industries is prominent,with 18 provinces(autonomous regions,municipalities directly under the Central Government)experiencing long-term stagnation;The degree of coupling and coordination between the transformation of scientific and technological achievements in universities and high-tech industries has increased year by year,but in 2020,20 provinces(autonomous regions,municipalities directly under the Central Government)are still in a state of imbalance.In order to improve the coordinated development level of the transformation of scientific and technological achievements in universities and high-tech industries,it is necessary to accelerate the construction of a quality contribution oriented scientific research evaluation system,support universities and enterprises in conducting diversified exchanges and cooperation,strengthen the construction of professional institutions and talent teams for the transformation of scientific and technological achievements,and vigorously guide social funds to in
