摘要
全面抗战爆发后,日本在对中国进行军事侵略的同时,也着手切断中国与世界各国的联系,企图以此迫使国民政府投降。为保障国际运输路线的通畅,国民政府开始寻求与英国政府和缅甸政府的合作,修建从云南通往缅甸的滇缅公路。英国出于遏制日本的战略需要,同意配合修筑滇缅公路。然而,作为筑路主要执行者的缅甸政府,与英国政府的利益诉求并不完全一致,致使缅段公路的修筑进度和质量明显不及中国的滇段公路,国民政府不得不一再为此与英国进行交涉。英国方面对修筑滇缅公路的考量相当复杂,不仅有援华制日的目的,也有维护其殖民统治,扩张政治、经济利益的诉求。总体而言,英国对中国的筑路要求采取积极配合的态度,在筑路过程中多次劝说和敦促缅甸提高工程质量,使滇缅公路最终得以顺利建成,为中国的持久抗战发挥了重要作用。
After the outbreak of the total War of Resistance, while Japan pursued its military aggression against China, it alsobegan to cut off China's ties with the world, in an attempt to force the Nationalist government to surrender. In order toensure the smooth flow of international transportation routes, the Nationalist government began to seek cooperation with theBritish government and the Burmese government to build the Yunnan-Burma Road. For the strategic need to contain Japan,Britain agreed to cooperate with China in building the Yunnan-Burma Road. However, as the main executor of theconstruction of the road, the interests of the Burmese government were not exactly the same with the British government. Asa result, the construction progress and quality of the Burma section of the road were obviously not as good as that of theYunnan section of China, and the Nationalist government had to negotiate with the British government. Britain'sconsideration for the construction of the Yunnan-Burma Road were complicated, not only with the purpose of assisting Chinato contain Japan, but also with the appeal to safeguard its colonial rule and expand its political and economic interests. Ingeneral, Britain took an active attitude towards China's requirements for road construction, and persuaded and urged Burmato improve the quality of the project many times during the road construction process. This enabled the Yunnan-Burma Roadto be successfully completed and played an important role in China's protracted resistance.
