摘要
【目的】从整体视角总结我国科技成果评价发展现状,分析评价过程中存在的不足,提出促进科技成果评价转变的对策建议。【方法】对科技成果评价历史沿革、制度演化、发展实践等文献信息统计总结,深入了解我国科技成果评价内涵、分类、机制,为科技成果评价工作开展提供政策理论支撑。【结果】科技成果评价作用显著,但实践中还存在不足,如开展评价活动的依据不够全面、保障不够健全,第三方科技成果评价机构专业化、标准化、规范化方面能力不足,多元化价值评价没有得到有效开展、评价成果转化转移不明显。【结论】需要进一步落实国家《关于完善科技成果评价机制的指导意见》要求,完善多元化科技成果评价机制发现科技成果价值,加强科技成果评价体系建设明确各主体责任,以市场评价为导向进行专业化、规范化发展,促进技术转移和推广,推动科技创新的发展。
[Purposes]This paper aims to summarize the current development status of scientific and technological achievement evaluation in China from a holistic perspective,analyze the shortcomings in the evaluation process,and then propose countermeasures and suggestions to promote the transformation of scientific and technological achievement evaluation.[Methods]This paper summarizes the historical evolution,institutional evolution,and development practices of scientific and technological achievements evaluation,and gains a deep understanding of the connotation,classification,and mechanism of scientific and technological achievements evaluation in China,thus providing policy and theoretical support for the development of scientific and technological achievements evaluation work.[Findings]The evaluation of scientific and technological achievements plays a significant role,but there are still shortcomings in its development practice.For example,the basis and guarantee for conducting evaluation activities are not sound enough,third-party scientific and technological achievements evaluation institutions lack the ability to specialize,standardize,diversified value evaluation is not effectively carried out,and the transformation and transfer of evaluation results are not obvious.[Conclusions]Our country should further implement the requirements of the national"Guiding Opinions on Improving the Evaluation Mechanism of Scientific and Technological Achievements",propose to improve the diversified evaluation mechanism of scientific and technological achievements,discover the value of scientific and technological achievements,strengthen the construction of the evaluation system of scientific and technological achievements,clarify the responsibilities of each subject,and promote professional and standardized development guided by market evaluation,technology transfer and promotion,and the development of scientific as well as technological innovation.
