摘要
发展规划在我国国家治理中居于重要地位,其主要功能是阐明国家战略意图、明确政府工作重点、引导规范市场主体行为,规划内容清晰明确是其发挥作用的前提。然而通过观察发现发展规划中存在大量的模糊性内容,各种形式的留白被认为是增加了规划的灵活性,至于何时出现模糊留白的内容、出现何种程度的模糊这一问题尚缺少进一步的讨论。基于政策过程视角提出规划周期、工作阶段和领导注意力的分析框架,通过广东省专业镇发展的案例研究,得到如下结论:第一,编制发展规划是推动政府工作阶段转换的机会,当重要工作发生阶段转换时会在部门的发展规划中有清楚体现;第二,在规划编制的时期内并非所有的工作都能够实现阶段转换,旧阶段工作与新时期部署间的张力导致了规划内容的模糊;第三,领导注意力有助于调节工作阶段与规划周期间的张力,领导高度重视某一项工作并推动其阶段转换,规划中呈现清晰的相关内容。
Development planning plays an important role in China’s national governance,with its main function being to articulate the country’s strategic intention,clarify the government’s priorities,and guide the behavior of market players,thus the Planning should be clear and unambiguous.However,it is observed that there are a deal of ambiguities in the development planning,which are considered to increase the flexibility of planning.As for when and to what extent the ambiguities appears,there is no further discussion.Based on the perspective of policy process,we propose the analysis framework and conduct a case study.There are three conclusions:First,the preparation of Planning is an opportunity to promote the transformation of the government’s working phase,which will be clearly reflected in the Planning when the important work has a phase transformation.Second,not all work can turn into new stage during the preparing period,and the tension between the old work and the new deployment leads to the ambiguity.Third,leadership attention helps to reduce the tension and make the planning more clear.
