摘要
市域社会治理是承接国家治理和基层治理的桥梁和纽带,设计科学规范的市域社会治理指标体系是实现中国式市域社会治理现代化的必然要求。运用文献研究法和定量分析法,按照指标设计的原则和思路设计市域社会治理现代化指标,借鉴市域社会治理试点城市的实践经验,将治理体系、治理布局、治理方式和治理能力作为4个一级指标,设计22个二级指标、 60个三级指标,构建具有鲜明时代特征和中国特色的市域社会治理评价指标体系。运用极值法确定各个指标的权重和无量纲化计算,试图构建一套理论意义和应用价值兼备的中国式社会治理现代化指标体系。
Urban social governance is a bridge and link that connects national governance and grassroots gove-rnance.Designing a scientific and standardized urban social governance indicator system is an inevitable requi-rement for achieving modernization of Chinese style urban social governance.Using literature research and qua-ntitative analysis methods,design modern indicators for urban social governance in accordance with the princi-ples and ideas of indicator design.Drawing on the practical experience of pilot cities for urban social governance,the governance system,governance layout,governance methods,and governance capabilities are used as four primary indicators.22 secondary indicators and 60 tertiary indicators are designed to construct an evaluation index system for urban social governance with distinctive characteristics of the times and Chinese characteristics.By using the extreme value method to determine the weights of various indicators and conducting dimensionless calculations,an attempt is made to construct a modern indicator system of Chinese style social governance that combines theoretical significance and practical value.
