摘要
公立医院数据统计工作对绩效管理有信息收集、管理决策、科学研究和学科建设的功能,发挥这些功能时存在4个难点:数据复杂多样、类目繁杂,信息孤岛、口径不一,业财割裂,绩效需求多样性。笔者介绍了某大型三甲公立医院建设支撑医院绩效高质量发展的数据中心的实践经验,包括建设原则、组织架构与团队建设、建立绩效高质量发展指标体系、业财融合、数据集成和质控、搭建系统应用平台6个方面。数据中心的建设,提高了医院管理水平,保障了医院绩效高质量发展目标的实现;提升了医疗服务价值,增强了公立医院的公益性;提高了医院数据统计工作站位,推动了管理统计的发展。
The data statistics of public hospitals have the functions of information collection,management decision-making,scientific research,and discipline construction for performance management.There are four difficulties in giving full play to these functions:complex data and categories,isolated information islands and different caliber,differences between medicine and finance,and diversified performance needs.This paper introduces the practical experience of building a data center for a large Grade III Level A public hospital to support the high-quality development of hospital performance management,including six aspects:construction principles,organizational structure,and team building,building a high-quality development index system,reform of"medicine and finance integration",data integration and quality control,and build a system application platform.The effects of the data center are analyzed:improve the level of hospital management,ensure the realization of high-quality hospital performance management;enhance the value of medical service,enhance the public welfare of public hospitals;improve the workstation position of hospital data statistics,and promote the development of management statistics.
