化解浙江省房地产市场流动性风险的思考与建议——创新运用REITs并构建房地产做市机制

摘要 基于对浙江省2022年土地及房地产市场的研究分析,认为须高度重视目前面临的“政府卖地难、企业卖房难、城投自兜底”问题,打破消费、投资、生产需求不足障碍,防范房地产资产流动性紧缺带来的多重风险。下一阶段,建议从资产流动性供给的“多维度开源”切入,探索“结构性金融工具运用”“房地产做市机制构建”两条路径,进一步促进房地产资产流动性回升,提振大宗消费信心。 Based on the research and analysis of Zhejiang's land and real estate market in 2022,this research paper highlights the pressing issues of"difficulty in selling land by the government,difficulty in selling houses by enterprises,and self-support by urban investment".Provincial government should break through the obstacles of insufficient demand for consumption,investment,and production,and prevent multiple risks caused by the shortage of liquidity of real estate assets.In the next stage,it is recommended to initiate the process with a"multi-dimensional approach to source liquidity supply,"exploring two avenues:"application of structural financial instruments"and"construction of a real estate market-making mechanism."These measures will facilitate the restoration of liquidity in real estate assets.
