摘要
全球气候问题已成共识,国家提出的“3060”的双碳目标急需全面落实,而我国能源消费结构性问题突出,迅速实现能源消费结构升级成为国家紧迫任务。我国具备海上风电产业发展的良好基础,但成本高昂成为抑制其高质量发展的重要因素。通过对比分析国内外海上风电产业成本构成概况,系统梳理国内外海上风电降本增效的先进经验,基于全产业链视角对国内海上风电全产业成本构成及其根源进行了剖析,为管理机制、顶层规划、金融体系、创新网络、消纳机制等方面的改革提供了建议。
The global climate issue has become a consensus.The dual-carbon target of"3060"proposed by the country urgently needs to be fully implemented.However,China's energy consumption structural problems are prominent,and the rapid upgrading of the energy consumption structure has become an urgent national task.China has a good foundation for the development of the offshore wind power industry,but the high cost has become an important factor restraining its high-quality development.This paper compares and analyzes the overview of the cost composition of the offshore wind power industry at home and abroad,systematically compares the advanced experience of reducing costs and increasing efficiency of offshore wind power at home and abroad,and analyzes the cost composition and root causes of the domestic offshore wind power industry from the perspective of the entire industry chain,and proposes measures including:management mechanism,top-level planning,financial system,innovation network,consumption mechanism and other measures.
