摘要
智慧化为乡村公共文化服务体系建设提供了变革思路、治理框架和技术保障。通过问题阐释和文献梳理,提出“理念—制度—技术”下的乡村公共文化服务智慧化的分析框架,将实践案例分为理念主导型、制度主导型、技术主导型三种实践类型,发现乡村公共文化服务智慧化依然存在原真性特色理念与多元化现实需求之间、现代化治理制度与乡村社会结构之间、赋能型智慧技术与复杂应用场景之间的转换矛盾,进而提出聚合乡村内生动力、构建动态反馈机制、优化公共资源配置等政策路径,为乡村公共文化服务数字化建设和乡村治理提供参考。
Intelligentization provides reform ideas,governance framework and technical support for the construction of rural public cultural service system.Through problem interpretation and literature review,this paper proposes an analytical frame-work for the intelligentization of rural public cultural services under the concept of"idea-institution-technology",and divides the practice cases into three types of practice types:idea dominance,system dominance and technology dominance.The intel-lectualization of rural public cultural services still has the contradiction between Authentic characteristic concept and diversi-fied practical needs,between modern governance systems and rural social structures,between empowering smart technologies and complex application circumstances,and proposes policy paths:generating vitality,building a dynamic feedback mecha-nism and optimizing the allocation of public resources,which provide a reference for the digital construction of rural public cul-tural services and rural governance.
