摘要
民警执法用枪规范化是指在使用武器执法过程中所涉法律规定、操作程序、管理制度等,以获得最佳执法效果。执法用枪的使用要件包括主体要件、客体要件、限度要件、程序要件、特殊要件;执法用枪的使用技术包括基本操作、实战技能、装备使用技术;执法用枪的使用责任和使用安全。通过对这些内容的研究,全面并系统厘清与民警执法用枪相关的理论与实践的相关问题,为公安机关的民警,特别是基层派出所和警务站的民警执法工作中的规范用枪提供一定的借鉴和指引。
The standardization of firearms by law enforcement police refers to the legal provisions,operational procedures,and management systems involved in the use of weapons in law enforcement processes to optimize the outcome.The requirements for the use of firearms in law enforcement include subject requirements,object requirements,limitation requirements,procedural requirements,and special requirements.The use of firearms in law enforcement also involves basic operations,practical skills,equipment usage techniques,and responsibility for the use and safety.This essay analyzes theoretical and practical issues related to the use of firearms by law enforcement police comprehensively and systematically,and provides a certain reference and guidance for police officers in public security organs,especially those working in grassroots police stations and police offices.
