摘要
决策影响力是高校智库的生命力和价值所在。政策过程理论为提升智库决策影响力提供了良好的分析框架。在文献研究和实践基础上,归纳总结现有研究成果关于制约高校智库影响力的因素,结合政策过程理论,分析高校智库影响决策的路径、方式及存在问题。针对新时期提升高校智库决策影响力,重点提出四点对策:一是强化与党政部门的联系互动,促进智库研究与决策需求融合;二是强化问题导向和问题意识,提升政策议题能力;三是强化成果质量导向,提高研究成果水平;四是强化数字化建设,赋能决策咨询研究。
Decision-making influence constitute the vitality and value of university think tanks.The policy process theory provides an insightful analytical framework to promote the decision-making influence of think tanks.On the basis of a literature review and practice,this paper summarizes existing research results concerning the influence factors of university think tanks.It analyzes the paths,approaches and problems in university think tanks’decision-making influence from the perspective of the policy process theory.To improve the decision-making influence of university think tanks in the new era,it puts forward some proposals.Firstly,it should strengthen their interaction with government departments,and more profoundly integrate think tank researches and decision-making needs.Secondly,it should strengthen their problem awareness,improve their ability to put foward policy issues.Thirdly,it should strengthen their result quality orientation and improve their research result levels.Finally,it should strengthen digital construction to empower their decision-making consulting researches.
