河北省农业高质量发展与科技创新耦合协调研究

Research on the Coupling and Coordination of High-quality Agricultural Development and Technological Innovation in Hebei Province

摘要 通过分析农业高质量发展与科技创新耦合机理,构建农业高质量发展与科技创新耦合协调评价指标体系,运用熵值法、耦合协调模型与障碍度模型,测度2010-2020年河北省11个地级市两个系统综合发展指数、耦合协调情况及障碍因素。研究表明:2010-2020年河北省两系统呈现“低发展水平、高耦合度、低协调度”的特点,两系统综合发展指数与耦合度呈波动上升趋势,耦合协调度总体上由失调衰退阶段转向协调阶段;两个系统耦合度和耦合协调度均存在显著的区域差异,大部分城市的耦合度处于高水平耦合等级,但耦合协调度并未达到协调发展阶段;河北省各地市两系统影响因素存在差异,主要障碍因素集中创新投入、产出、环境及规模结构层面,普通高等学校在校人数和国内专利申请授权量是最主要的障碍因素。 By analyzing the matching mechanism between high-quality agricultural development and technological innovation,this article constructs a rating index system from the matching of high-quality agriculture and technological innovation and evaluates the index.From 2010 to 2020,eleven provinces and cities in Hebei Province adopted the“comprehensive development law of the universe”,the coordination and combination of obstacles,combines the coordination model with the obstacle grade model.The results show that the characteristics of the two systems in Hebei Province from 2010 to 2020 were“low level of development,high degree of combination and low degree of cooperation in transmission”.There are significant regional differences in timing between the two systems with most cities having a relatively high level,but timing has not yet reached the stage of coordinated development.The two systems in different cities of Hebei Province show significant differences in influencing factors,with the main obstacles being concentrated on input and output innovation,environment,scale structure and patent applications from many local universities.The present invention represents a major obstacle.
