摘要
近年来,我国公共卫生服务体系建设取得了一定成就,但人才队伍的数量、结构和服务能力与服务需求之间仍存在较大差距,不能较好地适应新时代要求。通过对全国相关资料进行整理分析及专家咨询,发现公共卫生人才队伍存以下几个方面的问题:一是人员总量不足、增速缓慢,核心专业技术人才缺乏;二是激励保障机制缺位,人员流失问题严重;三是人才培养规模、模式与实际需求之间存在差距。基于新时期卫生工作方针和疫情常态化防控的要求,现提出公共卫生人才队伍建设路径建议:按照“大卫生”“大健康”的格局,创新人才配置使用机制;以需求为导向,加大人才培养力度、完善人才培养模式;强化职业保障制度建设,完善职业发展路径,提高公共卫生人才的职业认同。
Objective Inrecent years,China’s public health service system achieved some progress,but there was still a significant gap between the talent pool and the service demand,the total number,the structure and also the service ablity,which could not adapt well to the new tasks and requirements of the new era.Through data analysis and expert consultation,this study summarized the problems from three aspects:First,the overall size of the talent pool was insufficiant,with slow growth and a lack of core professional and technical personnel.Second,incentives and safeguards were not in place,leading to serious personnel loss.Third,there is a gap between the talent cultivation scale and mode with the actual needs.Based on the new health work guidelines in the new era and the new requirements for regular epidemic prevention and control,we proposed the following suggestions for the construction of the public health talent pool:to innovate talent allocation and utilization mechanisms according to the“big health”and“big healthcare”work patterns;to increase talent cultivation efforts,improve talent cultivation models with demand orientation;to strengthen the construction of occupational security systems,improve career development paths,and enhance the professional identity of public health talents.
