摘要
建立针对不同突发事件统一、全面、共享的应急管理体系是顺势而为,也迫在眉睫。其中,元数据及标准化作为应急管理体系的基础性工作应置于首位。该文从元数据的应用现状出发,通过文献调研法对现有的相关元数据进行总结,以重大突发事件为切入点,对符合要求的经典案例进行分析,确定元数据的属性及定义;最后对多类重大突发事件的属性进行集成,设计元数据信息模型,并简单完成了数据组织工作。通过构建元数据信息模型,一定程度上规范了各类重大突发事件数据记录格式,为基础案例数据形成、应急案例数据库设计及应急监测预警平台的搭建奠定了基础。
The establishment of a unified,comprehensive and shared emergency management system for different emergencies is in line with the trend and urgent.Metadata and standardization as the basic work of emergency management system should be put in the first place.Starting from the current status of metadata application,we summarize the existing relevant metadata through literature research method,take major emergencies as the entry point,analyze the classic cases that meet the requirements,and determine the attributes and definitions of metadata.Finally we integrate the attributes of multiple types of major emergencies,design the metadata information model,and simply complete the data organization work.By constructing the metadata information model,the data record format of various types of major emergencies is standardized to a certain extent,which lays the foundation for the formation of basic case data,the design of emergency case database and the construction of emergency monitoring and warning platform.
