水是人类生存、文化进步的基础,也是文明发展中不可或缺的生命资源,能创造优美、稳定的自然环境。此外,各类涉水生物种群也能在水环境中繁殖发育,但在特定条件下,水污染可能进一步演化为次生灾害,对社会发展构成严重制约,甚至威胁人类生存安全。社会文明的发展史就是长期依赖和积极开发利用自然水资源,并坚决斗争各类水灾害的历史。在如今信息技术快速发展的时代背景下,如何做好水利管理的信息化管理,对水情进行自主、全面的分析成为当前人们广泛关注的重点内容。
