摘要
高等教育自学考试是党和国家在高等教育资源匮乏的特殊年代建立起来的高等教育基本制度,并且在其40年的发展中取得了辉煌成就。随着新时代对高等教育提出了新要求,加之京津冀协同发展上升为国家战略,构建自学考试京津冀协同发展体系的重要性日益突出。采用SWOT-PEST分析方法,综合分析在政治、经济、社会和技术因素的影响下,自学考试京津冀协同发展的优势、劣势、机遇和挑战,并构建SWOT-PEST分析矩阵,进而提出扩张型、扭转型、多元化、防守型四种发展站位,以期为后续工作提供参考。
Self-taught examination is the basic system of higher education established in the special era of scarce higher education resources,and has made brilliant achievements in its 40 years development progress.With the new era puts forward new requirements for higher education,and the coordinated development of Beijing-Tianjin-Hebei has risen to a national strategy,the importance of building a coordinated development system of self-taught examination in Beijing-Tianjin-Hebei has become increasingly prominent.SWOT-PEST analysis method was used to comprehensively analyze the advantages,disadvantages,opportunities and challenges of the coordinated development of Beijing-Tianjin-Hebei under the influence of political,economic,social and technical factors.SWOT-PEST analysis matrix was constructed,and then four development positions of expansion,torsion,diversification and defense were put forward,in order to provide reference for the follow-up work.
