摘要
随着新冠疫苗在抗击新冠疫情中的重要性愈发展现,对新冠疫苗研发高效率原因的探究也逐渐增多。从国家创新体系运行机制角度分析新冠疫苗创新尚有欠缺,本文结合国家创新体系与应急响应机制,多维对比中美新冠疫苗研发流程的差异,探讨此次中美国家创新体系应急响应流程特征在主导单位、驱动力、政府深度、环境支撑四个方面的差异。提出政府与市场作为不同驱动力量介入疫苗的研发与使用流程,适度分析创新体系外的制度创新、应用创新为应急创新提供的支持作用。
With the increasing importance of COVID-19 vaccine in combating COVID-19,the exploration of the reasons for the high efficiency of COVID-19 vaccine research and development is also increasing.From the perspective of the operation mechanism of the national innovation system,COVID-19 vaccine innovation is still lacking.This paper combines the national innovation system and the emergency response mechanism,and compares the differences in the R&D process of COVID-19 vaccine between China and the United States in a multi-dimensional way,to explore the differences in the characteristics of the emergency response process of the national innovation system between China and the United States in four aspects:leading units,driving forces,government depth,and environmental support.Propose government and market as different driving forces to intervene in the research and development and use process of vaccines,and moderately analyze the supporting role of institutional innovation and application innovation outside the innovation system for emergency innovation.
