摘要
自2013年“一带一路”倡议提出以来,恒逸(文莱)大摩拉岛石油化工项目等投资拉动了中国与文莱贸易额增长,中资企业“抱团出海”输出中国标准和产能,中国已成为文莱最大投资来源和主要贸易伙伴,双边经贸合作提升了文莱的经济规模,优化了文莱的经济结构,并成为两国战略合作伙伴关系最坚实的基础。两国政治友好,地缘相近,经贸往来历史悠久;文莱政局稳定,基础设施及营商环境良好,人力资源素质较高,中国可将其作为基地,布局东盟乃至全球市场,这些优势共同支持了双边经贸合作。随着“一带一路”倡议和文莱“2035宏愿”的对接,双边经贸合作将重点推进恒逸项目持续发展,扩建摩拉港成为区域航运中心和转运枢纽,支持文莱在东盟东部增长区发挥作用,加强数字经济、新能源、农业、食品、水产及旅游方面的合作。双边经贸关系发展中,中资企业须尊重文莱马来伊斯兰君主制,防范用工风险,加强与本土企业合作,解决双边贸易中物流和支付不畅等问题,支持双边经贸合作可持续发展。
Since the Belt and Road Initiative was put forward in 2013,the investment of Hengyi Industries Sdn Bhdon the Grand Morah Island of Brunei has boosted the trade volume between China and Brunei,and Chinese en⁃terprises have exported Chinese standards and production capacity to the other countries.China has become Bru⁃nei's largest source of investment and main trading partner.Bilateral economic and trade cooperation has en⁃hanced Brunei's economic scale and optimized its economic structure,becoming the most solid foundation for the strategic cooperative partnership between the two countries.The two countries enjoy friendly politics,geographical proximity and time-honored economic and trade exchanges.Brunei has stable political situation,good infrastruc⁃ture and business environment,and high-quality human resources.Thus,China can use Brunei as a base to ex⁃pand its presence in ASEAN and even the global market.These advantages jointly support bilateral economic and trade cooperation.With the alignment of“the Belt and Road Initiative”and“Brunei's Vision 2035”,bilateral eco⁃nomic and trade cooperation will focus on promoting the sustainable development of the Hengyi Project,expanding the Port of Morah into a regional shipping center and transit hub,supporting Brunei's role in the East ASEAN Growth Area,and strengthening cooperation in the digital economy,new energy,agriculture,food,fisheries and tourism.In the development of bilateral economic and trade relations,Chinese enterprises should respect Brunei's Malay Is⁃lamic monarchy,prevent employment risks,strengthen cooperation with local enterprises,solve problems such as logistics and payment difficulties in bilateral trade,and support the sustainable development of bilateral economic and trade cooperation.
