摘要
跨项选材是中国备战2022年北京冬奥会的创新之举,对实现中国冰雪运动跨越式发展意义重大。采用文献研究、专家访谈等方法,探讨中国竞技体育跨项选材实践成效,总结基本经验,并提出发展方向。研究认为,中国竞技体育跨项选材在参赛目标、人才储备、格局优化和体系创新方面取得显著成效。中国竞技体育跨项选材基本经验体现在充分发挥“举国体制”优势,以国家体育总局为核心引领各省市协作创新;坚持遵循“跨项选材”规律,以各项目制定科学选材标准为指引严格甄选;找准推进“跨项选材”动力,以明确的激励保障政策为依据提供全力支持。中国竞技体育跨项选材在理念方面,应更加注重以人为本,早期多项发展,关注运动员多维潜力;在形式方面,应更加主动自觉,提供政策保障,助推运动员适时跨项;在模式方面,应更加灵活多样,强化顶层设计,引领创新模式的涌现。
Talent Transfer was an innovative approach for China’s preparation for the 2022 Beijing Winter Olympics,and it was significant for achieving a breakthrough in China’s ice and snow sports development.Through literature review and expert interviews,this study explored into the effectiveness of talent transfer in China’s competitive sports,the fundamental experiences and future development directions.It was shown that talent transfer in China’s competitive sports achieved remarkable results in terms of competition goals,talent reserves,structure optimization,and system innovation.The key experiences of talent transfer in China’s competitive sports lay in the advantages of the national sports administrative system by centralizing the leadership of the General Administration of Sport at the national level and promoting collaboration and innovation among provinces and cities.It also involved adhering to the rules of talent transfer by setting scientific selection criteria for each sport and conducting rigorous screening.Furthermore,it identified the driving forces for advancing talent transfer and provided comprehensive supports based on clear incentive and guarantee policies.In the future,talent transfer in China’s competitive sports should be more athlete-oriented by emphasizing early multi-disciplinary development and focusing on the athletes’multidimensional potential.It should also be more proactive and conscious by providing policy support to facilitate timely transitions for the athletes across disciplines.Additionally,it should adopt a more flexible and diverse approach by strengthening top-level design and leading the emergence of innovative models.
