摘要
法治乡村建设是实现乡村振兴战略和全面依法治国的重要举措,是顺应新时代乡村社会发展和实现新时代乡村治理转型的关键。当前我国法治乡村建设的理论逐步完善、法治乡村建设取得显著成效,但也面临涉农领域立法亟待完善、对基层干部监管力度有待加大、乡村纠纷调整队伍建设有待加强、农村居民法治意识有待增强等现实挑战。要从完善涉农领域立法、加强群众监督、发挥传统道德力量、注重法治教育等多维路径,优化新时代法治乡村建设机制,为保障乡村振兴战略的全面实施、推进法治中国的最终实现奠定坚实基础。
The rule of law in rural areas is an important initiative to realize the rural revitalization strategy and advance law-based governance,and is the key to conforming to the development of rural society and realizing the transformation of rural areas governance in the new era.At present,the theory of construction of rule of law in rural areas in China has been gradually improved,and the construction of rule of law in rural areas has achieved remarkable results,but it also faces realistic challenges,which are as follows:the legislation in agriculture-related fields needs to be improved;the supervision of grass-roots cadres needs to be enhanced;the operation of judicial mechanism needs to be optimized;and the protection of rule of law for vulnerable groups in rural areas needs to be strengthened.It is necessary to optimize the construction mechanism of the rule of law in rural areas in the new era through multi-dimensional paths including improving legislation in agriculture-related fields,strengthening supervision of the masses,giving full play to traditional moral power and focusing on rule of law education,so as to lay a solid foundation for guaranteeing the comprehensive implementation of the rural revitalization strategy and promoting the final realization of China under the rule of law.
