摘要
深圳市于2020年4月1日正式实施了全国首部地方性行政机关工作指南DB4403/T 45-2020《行政机关推进实施“标准+”战略工作指南》,规定了行政机关在其法定职责限定范围内,开展标准化工作需要达到的工作目标,遵循的工作原则、工作程序及方法。本文对该标准的研制背景、主要内容、创新点进行解读,并对标准实施三年来取得的成效进行分析,以便相关方更好地理解和把握标准要求,在促进标准推广应用的基础上,推动标准持续改进。
On Apirl 1,2020,Shenzhen implemented the local standard DB 4403/T 45-2021,Guide for administrative agencies to promote the implementation of the“standard+”strategy,which regulates the objectives,principles,procedures and methods that administrative organizations should follow when carrying out standardization work within the limits of their statutory responsibilities.This paper interprets the background,main content and innovation of the standard,and analyzes the implementation effect of the standard in the past three years,so that the stakeholders can better understand the requirements of the standard,which will promote the continuous improvement of the standard,on the basis of its promotion and application.
