摘要
社区是国家治理体系的基本单元,是政治、经济、行政、社会、文化和物理等多维空间叠加的复合体,城市化、市场化、信息化的高度交织使得社区空间形态愈发多元。社区治理机制的有效性来源于其空间适配性,行政机制、社会机制以及市场机制等社区治理的核心机制有效与否,在于其同治理空间的行动主体、内部关系、互动方式和治理目标的契合度,治理机制同社区多维空间的错配会导致社区治理失灵。空间叠加视角有助于揭示社区治理机制适配性的深层逻辑和一般规律,为社区治理机制适配性研究提供更为系统和科学的分析工具。实践中,应对空间叠加带来的治理挑战,需要实现治理机制的空间场域、任务流程以及互动过程的三重嵌套与适配。
Community is the fundamental unit of national governance system,and is a complex of multidimensional spaces such as politics,economy,administration,society,culture,and physics.The high interweaving of urbanization,marketization,and informatization has led to an increasingly diverse form of community space.The effectiveness of the core mechanisms of community governance,such as administrative mechanisms,social mechanisms,and market mechanisms,lies in their compatibility with the action subjects,internal relationships,interaction methods,and governance goals of the governance space.The mismatch between governance mechanisms and the multidimensional space of communities can lead to the failure of community governance.The perspective of spatial overlay helps to reveal the deep logic and general laws of the adaptability of community governance mechanisms,providing a more systematic and scientific analytical tool for the study of the adaptability of community governance mechanisms.In practice,to address the governance challenges brought about by spatial overlay,it is necessary to achieve triple nesting and adaptation of the spatial field,task flow,and interactive process of the governance mechanism.
